Private, nonprofit human service and advocacy organizations established under the Economic Opportunity Act of 1964 that provide emergency assistance to people in crisis; address the causes of poverty through programs that fight unemployment, inadequate housing, poor nutrition and lack of educational opportunity and provide training in advocacy skills.

LIHEAP: Beginning September 1, elderly, age 60 years and older and/or disabled household member, who may also be disconnected or under imminent threat to be disconnected from their electric service may apply for assistance. - Beginning November 1, households with children under the age of six years and households who are disconnected or have a disconnected notice from their electric service may apply for assistance. - General public can apply for assistance starting December 1 through May 31, or until funds are depleted whichever comes first.
